Constructive eviction?

I have lived in my apartment for 4+yrs. without any problems, complaints, or violations of any kind. Living on government subsidized property, I am always getting new neighbors and managers. About a year and a half ago a neighbor moved in behind me and the tweaking/parting started that night. Long story short, the parting continued for about 6mos going on sometimes for 48hrs straight. I went to management whom, suggested I keep a log and turn it in and call police etc. I did this for a few months. I even wrote the corp. telling them I felt unsafe and about a week later I was assaulted by next doors guest. Finally having had enough I went to management asked to see my complaints I was handed one sheet. One of my complaints out of months. When I brought this up I was told my curtains were the wrong color they had to be white and threatened with a lease violation and again because somebody said I had a cat ( Im not a cat person). I was finally given copies starting when I wrote a letter to corp before I was assaulted and my complaint and pictures of when I was assaulted. The apt next door to me became vacant and was filled with my neighbors really good friend. Needless to say the partying was going on behind me and next door. Vandalism to my property and such until the Marshall put them out almost a year later. The apartment next door has been vacant as maintenance fixes it up for next tenant. I found out one of the people that has been living in the apartment behind me illegally, had put in an application and has been approved to move in. Where you ask? Next door to me. out of all the applications (I waited a year on a waiting list when I applied), and all of the vacant apartments. And yes they pre-partied behind me until after 2am to celebrate the getting of the place next, the moving in party.This complex is actually really nice usually quiet and some of us even planted lawns and flowers but is turning into a free for all. Some apartments are empty because the tenants are working out of town using the apartment to collect benefits of low income, others simply sublet letting their friends live in their apartments while they live in other places using their benefits to pay the rent or simply use the place to party. I can't go another year ( at best ) with only hours of sleep per day. I went to my local adult protective services (as I am Disabled) to get advice and my worker suggested I sleep in the living room. I am now making plans to move the only thing is this is the only subsidized complex in this area and a move is a ordeal. I am really passive and usually the one to find the good in any situation I sat down and cried today as the reality of the situation is hitting me. Short of selling what I can for gas leaving everything else, I really dont know what to do. My nearest family lives in southern ca im in northern.. Please understand, I am looking for helpful insightful answers or advice nothing hateful or rude.
