You have to be a permanent resident of a state for at least 1 year (or two, it's never less than 1) before you can get in state tuition there. So you have to move there, and start going to school and living/working there for 12+ months in order to be eligible for in state tuition. Also, you need at least a 3.5 -3.7 or up to be a contender for Clemson. Virtually no kids with a 3.0 or lower are accepted there. If you get a scholarship and qualify for some financial aid, then it can help for some.
