Women that dress provactively, are harassing men?

If a woman is coming up trying to flirt with you and showing off how sexy she's dressed, that could be considered harassment if you don't want it (a lot of guys will like it, of course, but not everyone will). But just dressing provocatively is not harassment in and of itself. But it should be said a man is going to see what a woman is wearing so you can't blame him for looking either. That may be a separate issue but it often does get discussed when this kind of thing comes up.
